Message	you can contact internet/mail fraud dept. I would send him an email demanding he return the item or you will have to persue it further not letting on to what you have in mind. State it is his obligation, and give him a time frame. Then release the dogs... May take a while to get any where, but I wouldnt just forget about $400.. I got screwed over on a purchase off ebay and paid with a bank check.. Took 2 years but local police and the above listed depts got my money. 2 Z's in the making!!
